This could be a cause of concern for New Delhi as the 1267 Sanctions Committee of the United Nations Security Council (UNSC) has given one of the masterminds of the Mumbai terror attack and the chief of operations of the Lashkar-e-Taiba, Zakiur Rahman Lakhvi, 1.5 lakhs every month. The rupee (Pakistani rupee) is allowed to be given for necessary expenses.
Lakhvi’s property and bank accounts were seized after being listed as terrorists. Sources say that the Pakistani government had requested to consider the monthly payments to his account which led to food (Rs 50,000), medicines (Rs 45,000), public utility charges (Rs 20,000), lawyer’s fees (20,000 Rupees) and can bear their expenses related to commuting (15,000 rupees). This request of the Government of Pakistan has been agreed by the UNSC 1267 Al Qaeda Sanctions Committee. This expenditure will be given by the Government of Pakistan.
The United Nations Security Council (UNSC) required the expenditure of Lashkar-e-Taiba leader Zakiur Rehman Lakhvi and Pakistani nuclear engineer Mahmud Sultan Bashiruddin, who served as the founder and director of the UN-listed Ummah Tamir-e-Nau. Bashiruddin currently lives independently in Pakistan, while Lakhvi is out on bail. There were reports that he used to get all kinds of facilities while being imprisoned in Pakistani jail and used to hold meetings with people from outside. Lakhvi has been released on bail since 2015.
Nobody protested
According to an official, as per UNSC rules, such requests are allowed unless all 15 members object to it. As per the procedure, a state makes a request with the 1267 UNSC committee, and then it gets permission if no objections are lodged by all 15 members within the next three days. Since all states have to object, one or two objections do not matter.

Also, the official said that in such cases of ‘urgent expenses’, usually members of the UNSC committee do not object unless the amount is ‘proportionally high’.
This is not the first time such a request has been approved by UNSC for nominated persons. In August 2016, Hafiz Saeed was also allowed ‘necessary expenses’ under this provision.
However, in Lakhvi’s case one can argue that 1.5 lakh Pakistani rupees (6,500 USD approx) is a sufficient amount for a country where average income is much less than this.
